Twenty-two-year-old Rushan Bulgin of Williamsfield District in St. James was charged with murder, following an incident along Jimmy Cliff Boulevard, Montego Bay in the parish on Tuesday, March 7.
The deceased has only been identified as Mathew Lettman and was believed to be of unsound mind.
Reports are that at about 6:25 am., the police were on patrol along Jimmy Cliff Boulevard when they saw an unidentified man lying motionless on his back in a pool of blood.
On closer inspection, the man had wounds to his head and was unresponsive. Bulgin, who was seen on video footage using a rock to inflict wounds to Lettman’s head was later taken in for questioning and subsequently charged.
His court date is being finalised.
