Steven Samuel, 37 otherwise known as “Kartel” a tattoo artist of Rodney Road, Maxfield Avenue, Kingston 13 has been charged with Buggery and Grievous Sexual Assault following an incident in Hendon, Norwood, St James on Sunday, January 5, 2025.

Reports from the St James Criminal Investigation Branch (CIB) are that on the date mentioned above at about 5 am, the complainant, an 11-year-old girl was asleep when she was awoken by the accused man; who is a family friend touching her.

The man then went on top of the child and forcibly performed anal sex on her.

The child was able to get away from the culprit, and made a report to her mother; who then reported the matter to the police. The lawmen commenced an intelligence-driven operation, which led to the arrest of Stevens on Tuesday, January 7. He was subsequently charged based on the complainant’s statement.

A court date for him is being finalised.
