Refurbished Jubilee Centre to boost downtown transformation

The redevelopment of the Jubilee Commercial Centre, formerly known as the Jubilee Market, signifies a significant step in enhancing downtown Kingston's accessibility and infrastructure, according to Kingston's Mayor, Councillor Andrew Swaby.

Forty vendors have now taken occupancy in the newly refurbished facility, which was officially reopened by the Mayor on February 5.

As part of the transformation, relocating vendors will help alleviate street congestion and foster a more organized commercial environment.

During the monthly meeting of the Kingston and St Andrew Municipal Corporation (KSAMC) at 24 Church Street, downtown Kingston, on Tuesday (February 11), the mayor emphasised that the initiative goes beyond simply providing a marketplace.

“This is more than just a market. It’s a place of commerce, where our vendors can operate with dignity, stability, and security,” he stated.

To ensure order and sustainability, vendors must sign a lease agreement with the KSAMC, secure proper electricity connections through the Jamaica Public Service Company (JPS), and follow established guidelines.

“This space must be maintained; we can’t allow it to fall into disrepair. No subletting will be allowed. Those allotted space must operate their business themselves,” Swaby asserted.

He highlighted that vendors who have secured spots inside the facility are not permitted to revert to street vending.

“We are keeping the area sterile. Vendors inside cannot return to the streets. This was agreed upon, and we expect compliance,” he stressed.

The mayor encouraged vendors to create a market committee to engage directly with the KSAMC for ongoing dialogue and cooperation.

“This project represents our commitment to structured urban development. We will continue to support our small business community, but we must all work together to ensure that this investment serves its full purpose for years to come,” Mayor Swaby concluded.

“Let us move forward with the same spirit of progress, discipline, and innovation as we shape the future of Kingston and St Andrew,” he added.
