JFJ writes to DCS over detention of minors reportedly deemed uncontrollable

Rights group Jamaicans for Justice (JFJ) has written to the Department of Correctional Services (DCS) in relation to the detention of minors reportedly deemed uncontrollable.

According to Executive Director of the JFJ, Mikel Jackson the rights group was recently informed by the DCS that children were detained and are in the care of the state on the basis of being uncontrollable.

She said JFJ is trying to ascertain whether or not the children were detained prior to the repeal of the Child Care Protection Act in 2023.

Ms Jackson explained that prior to 2023 children who were deemed uncontrollable were put in the care of the state.

However, the term ‘uncontrollable’ was reportedly changed to children with ‘behavioural challenges’ following discussions.

She said JFJ is concerned that children are being brought before the courts under a repealed provision.

In the meantime, Ms Jackson said the JFJ has also contacted the ministry of education in relation to children who were detained prior to the repeal of the Child Care Protection Act in 2023.
