PM Holness declares that public bureaucracy must be reformed

Prime Minister Dr. Andrew Holness has declared that public bureaucracy must be reformed, stating that it needs to be sensitive to outcomes and context.

According to Dr. Holness, Jamaica faces a challenge of excessive bureaucracy.

Pointing out that bureaucracy by itself is not a bad thing, he says it has become very complicated.

His call for reform of the bureaucracy, follows the tabling of a report from the Auditor General in parliament which cited a breach of procurement laws in relation to Telecommunications Minister Daryl Vaz.

It noted that the procurement of 200 star link devices, valuing 12.12 million dollars, was initiated by way of a ministerial instruction, instead of by the Director General of the Office of Disaster Preparedness and Emergency Management.

Mr. Vaz has said nothing wrong was done.

Dr. Holness in addressing the handing over of the Essex Valley Agro Processing Facility yesterday, noted that bureaucracy is not outcome sensitive.

Indicating that the pace of projects has been slow, he says the country could be doing better.

He also says there is need for a cultural reform.
