The two Jamaica Constabulary Force (JCF) officers who where detained in relation to the fatal shooting of three men in East Kingston have been charged.
The Independent Commission of Investigation, said several charges were laid against the two JCF members Corporal Mark Roye and Constable Kelby White.
" A ruling was received from the Office of the Director of the Public Prosecutions (ODPP) in relation to the death of the three young men – 17 year old Oshane Stubbs, 19 year old Orando Campbell and 20 year old Kayshawn Smith who were fatally shot on November 10, 2024 along Windward Road," the release from INDECOM said.
The ruling of the ODPP stated:
Corporal Roye and Constable White should be charged jointly for three (3) counts of murderCorporal Roye and Constable White should be charged jointly for three (3) counts of Using a Firearm to Commit a Felony contrary to Section 14 Firearms (Prohibition, Restriction and Regulation) ActCorporal Roye and Constable White should be charged jointly for the offence of Discharge of Firearm in a Public Place contrary to Section 51 of the Firearms (Prohibition, Restriction and Regulation) ActCorporal Roye and Constable White should be charged jointly for two (2) counts of Perverting the Course of Justice, to wit:Making a false report; andPlanting/ placing, inferring the finding of an object (firearm) at the sceneCorporal Roye should be charged for the offence of wilfully making a false statement to an Investigator contrary to Section 33 of the Independent Commission of Investigations Act; andConstable White should be charged for the offence of wilfully making a false statement to an Investigator contrary to Section 33 of the Independent Commission of Investigations Act
Both policemen are to be placed before the Court this week.
