SOEs declared for four police divisions – OPM

States of public emergency (SOEs) have been declared for the police divisions of St Andrew South, St Andrew Central, Kingston Western and St Catherine South.

The SOEs were imposed on Wednesday by Governor-General, Sir Patrick Allen, after consultation with the security forces, a statement from the Office of the Prime Minister (OPM) said.

The declaration follows significant increases in violent criminal activities in the four police divisions.

"These locations have been identified as hotspots for gang-related warfare, which poses public safety risks to residents, as well as commuters and bystanders, given their use as public thoroughfares," the OPM said.

"The intelligence assessment has revealed that violence and criminal activities in these communities have reached a level beyond what standard policing strategies can manage to effectively restore stability and public order," it added.

The Government said that the SOEs will allow for enhanced security tactics to enable the security forces to disrupt criminal networks, apprehend offenders, and foster conditions for lasting peace.

"These actions will be carried out with full respect for constitutional safeguards and the protection of citizens' rights," the OPM informed.

Additionally, the Government is to continue addressing the underlying factors that fuel violence in the divisions.

"This will involve working closely with relevant stakeholders to ensure that social intervention programs accompany security measures, delivering long-term solutions to the social and economic challenges faced by residents," the OPM stated.
