Jamaica Umbrella Group of churches calls on Gov’t to ensure NaRRA framework gives clear assurance regarding oversight and value for money
The Jamaica Umbrella Group of Churches (JUGC) has called on the Government to ensure that the National Reconstruction and Resilience Authority (NaRRA), framework gives clear assurance regarding oversight, and value for money.
It said there should also be whistle blower protection, public consultation, judicial review and limits on extraordinary powers.
The group noted concerns raised by other interested parties about the NaRRA and the assurances of the Government, to include some amendments to the legislation.
It however pointed out that some issues remain and has asked pointed questions in a bid to get clarification.
JUGC Chairman Bishop Roy Notice said among the issues that need to be clarified is the role of Jamaica Reconstruction and Resilience Oversight Committee (JAMRROC).
Other concerns relate to confidentiality provisions that protect whistle blowers, and a sunset clause.
He said the church group wants the Government to, among other things, establish a statutory multi-sectoral governing board to provide oversight and fiduciary responsibility.
