Fi We Children Foundation renews call for clear limits on schools’ administrative powers over graduation ceremonies

The Fi We Children Foundation (FWCF) is renewing its call for greater clarity under the Education Act regarding the scope of school administrators’ powers to exclude students from graduation ceremonies.

FWCF also wants clearer statutory limits on the exercise of those powers to prevent arbitrary decision-making.

The call comes as the organisation raises concern following reports that a former student of Holland High school in Trelawny was denied participation in her graduation ceremony after failing to sit the school’s mandatory EDPM examination.

It’s reported that the student’s mother contacted the Education Ministry about the issue.

FWCF says it is concerned that the Ministry’s alleged delay in responding, falls short of its responsibility to protect the best interests of the child.

According to the FWCF, this case raises important questions about the legal basis for excluding students from graduation ceremonies.

The Foundation notes that while schools may establish reasonable policies under the Education Act, those policies must always be exercised within the limits of the constitution and the law.

The Foundation also urges the Education Ministry to promptly investigate the matter and provide clear guidance to schools.
