INDECOM urges witnesses to fatal shooting of woman in St. James to come forward; cops who conducted crowd control duties weren’t wearing body-worn cameras
The Independent Commission of Investigations (INDECOM) says no body-worn camera was issued to, or worn by, the police officers who conducted crowd control duties during the Granville Square protest, when Lotoya Bulgin was fatally shot.
45-year-old Bulgin, more popularly known as “Buju”, was fatally shot yesterday afternoon.
The incident was captured on a closed-circuit television camera, and the video footage has gone viral on social media.
INDECOM said the emergence of video evidence by citizens in matters involving the use of force by law enforcement continues to underscore the importance of technology and independent visual documentation in modern policing oversight.
It said such footage is often critical in providing context and perspective regarding the sequence of actions of both law enforcement and citizens, before, during and after an incident.
It added that this context assists investigators in assessing the conduct of all parties involved, as well as assessing the necessity and proportionality of the use of force.
INDECOM also noted that video footage provides the Police High Command with an enhanced ability to make timely and informed administrative and operational decisions following incidents.
This includes determinations relating to officer deployment, frontline assignments and other immediate supervisory actions that may be considered necessary pending investigation outcomes.
In the meantime, INDECOM said that while video recordings may capture significant aspects of an incident, investigations require a comprehensive assessment of all available evidence, including official statements and witness accounts.
It is appealing to members of the public who may have witnessed any part of the incident, including persons who were travelling in the vehicle being driven by Ms. Bulgin, to come forward and contact INDECOM.
INDECOM said any information and additional video footage relevant to the investigation remain critical in uncovering all the facts.
The Commission said Ms. Bulgin’s death increases the total fatal shootings for May to 15, including the double fatal police shooting on May 16, in Hague, Trelawny.
Year to date, 130 people were shot and killed by the security forces, while in 2025, for the same period, 129 people were shot and killed.
