Former and current JPs accused of misconduct and fraud slapped with multiple charges following police operation at Mandeville ITA Depot

A former and a current Justice of the Peace (JP) accused of misconduct and fraud have been slapped with multiple charges following a police operation at the Island Traffic Authority’s Mandeville Depot, in Manchester, last Monday.

They are 46-year-old Marvin Dean of Cross Keys and Newport, Manchester and 64-year-old Dudley Powell of Glenco, Spalding in Clarendon.

Mr. Dean is charged with impersonating a doctor, cheating the public revenue, uttering forged documents, possession of false documents, forgery, forging a government seal, obtaining money by means of false pretence, conspiracy, forging the seal of a notary public, attempted bribery and possession of a forged stamp.

Meanwhile, Powell is charged with cheating the public revenue, conspiracy, using an official seal for fraudulent or unlawful purposes, and misconduct in a public office.

Both men are to attend court on Wednesday.

Custos of Manchester, Garfield Green, said that Mr. Dean was decommissioned two years ago over allegations that he was collecting funds for JP services.

Custos Green stressed that all JP services must be undertaken without charge, and urged the public to be vigilant.

Reports are that on May 18, the police, acting on information, arrested Dean and Powell, who were allegedly in the vicinity of the depot offering motorists pre-signed documents for submission to the Island Traffic Authority.
