Police constable charged for murder in death of Latoya Bulgin in St. James last month
Police Constable Andrew Wilson was charged with murder today and brought before the St. James Parish Court in relation to the death of 45-year-old Latoya Bulgin in Granville St. James last month.
Constable Wilson was not granted bail and his next court date is June 16.
In a statement this morning, the Independent Commission of Investigations (INDECOM) said Constable Wilson was charged in relation to the on-duty shooting incident on Sunday, May 17 following a ruling from the Director of Public Prosecutions that he be charged with murder.
The incident triggered outrage and demonstration as concerns were raised about how the police handled the matter.
Following investigative actions by INDECOM, a file was submitted to the Office of the Director of Public Prosecutions (ODPP) for a ruling.
INDECOM says the ruling was received on May 29.
Since January 2024, 65 law enforcement officers have been charged in relation to incidents investigated by INDECOM.
Of that total, nine JCF police officers and one correctional officer were charged in 2026.
