ETOC reports 39 percent completion rate in implementation of education transformation recommendations

The Education Transformation Oversight Committee (ETOC) is reporting a 39 percent completion rate in the implementation of the 365 recommendations contained in the Jamaica Education Transformation Commission, JETC, report. 

This is just one percentage point below the projected 40 percent milestone for the first quarter of this year.

The Education Ministry said this slight variance reflects the significant disruption caused by Hurricane Melissa, which damaged 693 educational institutions and displaced learning, temporarily. 

It said from the recovery work it carried out  to date and from the plans put in place to rebuild critical areas of the educational infrastructure, ETOC remains optimistic that education transformation remains a realistic goal. 

The ministry noted that a strategic mid-project review conducted during the first quarter led to a re-calibration of timelines and milestone targets, ensuring alignment with current implementation realities while maintaining momentum towards full project implementation by March 2031.

Significant achievements were recorded across all seven pillars.

For governance and accountability, there is strengthened oversight systems, expanded school board governance training, and capacity building for educators and administrators. 

For the early childhood education sector, funding has been secured for trained teachers to be deployed by September 2026, ensuring every Early Childhood Institution is staffed with qualified personnel according to the legislative requirements. 

The ministry has also expanded interventions under the individualized learning support programme.

As it relates to curriculum delivery, over 5700 stakeholders were trained, enhancing curriculum implementation through coaching, workshops, and structured planning. 

For tertiary education there is full development of the tertiary education management information system. 

For infrastructure development, an initial allocation of 14 billion dollars was made to repair and upgrade 693 schools, including ICT integration through wi-fi / lan installations. 

While for financial execution, over 3 billion dollars was disbursed to support implementation at the school level. 

The revised project milestones are for 52 percent in 2026/27; 66 percent in 2027/28; 80 percent in 2028/29; 93 percent in 2029/30; then a hundred percent in 2030/31. 

Chairman of ETOC, Dr. Adrian Stokes, expressed confidence in the programme’s trajectory:

He said it is encouraging to see that the implementation of the recommendations held up well notwithstanding the significant problems created by Hurricane Melissa.
