Civil society & human rights groups call on Dr Holness to clarify governments position on body cameras

Some civil society and human rights lobby groups have called on Prime Minister Dr. Andrew Holness to clarify the administration’s position on body cameras for law enforcement.

This in the wake of comments by minister of national security Dr. Horace Chang about use of the devices by police officers, especially while on operations.

In a joint statement, the groups noted that these comments have heightened public anxiety, especially when combined with the ongoing and relentless attacks on civil society voices.

They are calling on dr. Chang to exercise greater restraint in his public statements on matters that touch directly on constitutional rights and police accountability.

Group spokesperson, Jamaicans for Justice Executive Director Mickel Jackson said they want Dr. Holness to immediately and publicly clarify if Dr. Chang’s comments represent the official position of the government. 

Ms. Jackson cited data from the Independent Commission of Investigations (INDECOM) that 2025 recorded the highest number of fatal shootings by the security forces in over a decade.

There is concern about what will happen this year, with 105 persons already shot and killed by members of the security forces.

She acknowledged that the Police Commissioner must guide operational decisions but also stressed that a clear policy position must be set by the government.

She said sustained silence from the Prime Minister on the matter can only be interpreted as tacit endorsement.
